{"id":28760,"date":"2026-02-23T14:50:00","date_gmt":"2026-02-23T14:50:00","guid":{"rendered":"https:\/\/wpcms.chambers.com\/?post_type=topics&#038;p=28760"},"modified":"2026-02-24T10:01:38","modified_gmt":"2026-02-24T10:01:38","slug":"middle-east-ai-uae-saudi-arabia","status":"publish","type":"topics","link":"https:\/\/wpcms.chambers.com\/topics\/middle-east-ai-uae-saudi-arabia\/","title":{"rendered":"Building on the bubble: Middle East AI"},"content":{"rendered":"\n<p>Top-down AI strategies are driving change across every sector in Saudi Arabia, the&nbsp;UAE&nbsp;and the rest of the Gulf.&nbsp;<\/p>\n\n\n\n\n\n<p><strong>As Saudi Arabia and the UAE race to become global&nbsp;AI&nbsp;leaders, the region is&nbsp;witnessing&nbsp;a rapid, high-stakes transformation that is reshaping industries, legal&nbsp;systems&nbsp;and the future of innovation.<\/strong>&nbsp;<\/p>\n\n\n\n\n\n<p>In 2025, it was almost impossible to speak to anyone in the Middle East without at least a single mention of artificial intelligence. What is on everyone\u2019s minds, e-mails, and social media feeds is, of course, not the sort of artificial intelligence that helps doctors&nbsp;<a href=\"https:\/\/learn.hms.harvard.edu\/insights\/all-insights\/how-artificial-intelligence-disrupting-medicine-and-what-it-means-physicians\" target=\"_blank\" rel=\"noreferrer noopener\">detect<\/a>&nbsp;<a href=\"https:\/\/www.newyorker.com\/tech\/annals-of-technology\/the-pastry-ai-that-learned-to-fight-cancer\" target=\"_blank\" rel=\"noreferrer noopener\">cancer<\/a>, but rather&nbsp;<strong>generative AI<\/strong>&nbsp;or&nbsp;large&nbsp;language&nbsp;models&nbsp;(LLMs), which are deep-learning models trained on amounts of data so vast that it enables them to generate a natural conversation and assist with a wide range of tasks. The generative aspect of it is borne from its capability to create \u201coriginal\u201d content such as text, audio, video, pictures, or code. Of course, it is immediately apparent that a model trained on immense amounts of data scraped from every corner of the internet will not create genuinely original content from thin air, but rather what is for all intents and purposes an imitation, which has caused quite a few issues in creative spaces due to&nbsp;<a href=\"https:\/\/hbr.org\/2023\/04\/generative-ai-has-an-intellectual-property-problem\" target=\"_blank\" rel=\"noreferrer noopener\">intellectual property implications.<\/a>&nbsp;<\/p>\n\n\n\n<p>Since late 2023, generative AI (GenAI) has enjoyed a meteoric rise, with its use in the workplace nearly doubling from 33% in 2023 to 71% in 2024 according to a&nbsp;<a href=\"https:\/\/www.mckinsey.com\/capabilities\/quantumblack\/our-insights\/the-state-of-ai-how-organizations-are-rewiring-to-capture-value\" target=\"_blank\" rel=\"noreferrer noopener\">recent McKinsey survey<\/a>. While the reason for such speed in its adoption&nbsp;remains&nbsp;debatable, it has been&nbsp;<a href=\"https:\/\/www.nber.org\/system\/files\/working_papers\/w32966\/w32966.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">posited<\/a>&nbsp;that it may be due to its low adoption costs and consumer focus compared to other ground-breaking technologies such as PCs and the internet. In the workplace, GenAI is being used&nbsp;mainly to&nbsp;write communications, search for information, translate, and&nbsp;assist&nbsp;with or perform administrative tasks, according to a&nbsp;<a href=\"https:\/\/www.nber.org\/system\/files\/working_papers\/w32966\/w32966.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;by the Federal Reserve Bank of St. Louis.&nbsp;<\/p>\n\n\n\n\n\n<p>This fast, wide-spread adoption of GenAI tools in the workplace has not left the legal field untouched; in fact, it has&nbsp;<a href=\"https:\/\/www.nber.org\/system\/files\/working_papers\/w32966\/w32966.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">become apparent<\/a>&nbsp;that law firms are on the receiving end of client queries not only about the implications of GenAI in their own sectors and backyards, but also about the law firms\u2019 own&nbsp;<a href=\"https:\/\/legaltechnology.com\/2025\/12\/02\/the-impact-of-legal-ai-a-deeper-dive-into-the-rsgi-harvey-adoption-report\/\" target=\"_blank\" rel=\"noreferrer noopener\">implementation of AI tools<\/a>&nbsp;and what that means&nbsp;for&nbsp;legal costs. This very topic was discussed by the panel of speakers in the recent&nbsp;<a href=\"https:\/\/chambers.com\/events\/global-guide-launch-2026\" target=\"_blank\" rel=\"noreferrer noopener\">webinar launch for Chambers Global 2026<\/a>.&nbsp;<\/p>\n\n\n\n<p>In the earlier days of GenAI adoption, there were more pressing doubts about the accuracy of models such as ChatGPT, due to its tendency to produce fake or inaccurate content\u2014so called \u201c<a href=\"https:\/\/www.damiencharlotin.com\/hallucinations\/\" target=\"_blank\" rel=\"noreferrer noopener\">hallucinations<\/a>\u201d. More sophisticated models have since developed, such as&nbsp;&nbsp;<a href=\"https:\/\/rsgi.co\/first-independent-study-into-the-value-of-legal-gen-ai\/\" target=\"_blank\" rel=\"noreferrer noopener\">HarveyAI<\/a>, which has been&nbsp;<a href=\"https:\/\/www.thelawyerportal.com\/blog\/law-firms-that-are-leading-the-way-with-ai-technology\/\" target=\"_blank\" rel=\"noreferrer noopener\">widely adopted<\/a>&nbsp;by top&nbsp;law&nbsp;firms such as A&amp;O Shearman and Macfarlanes. Anthropic,&nbsp;the company behind Claude,&nbsp;recently announced the&nbsp;<a href=\"https:\/\/www.theguardian.com\/technology\/2026\/feb\/03\/anthropic-ai-legal-tool-shares-data-services-pearson\" target=\"_blank\" rel=\"noreferrer noopener\">release of a tool<\/a>&nbsp;capable of automating legal work such as contract review, legal&nbsp;briefings&nbsp;and compliance workflows.&nbsp;&nbsp;<\/p>\n\n\n\n<p>From my conversations with both lawyers and their clients,&nbsp;it is clear that both&nbsp;sides are keeping in mind the implications for fee structures. It&nbsp;remains&nbsp;unclear whether AI can really do as good a job as a human lawyer, or whether it&nbsp;<em>should<\/em>; nevertheless, the internal adoption of AI is becoming a discriminant when it comes to law firm engagement and instruction.&nbsp;<\/p>\n\n\n\n\n\n<p>Middle East AI&nbsp;uptake has been particularly strong.&nbsp;A PwC survey has found that&nbsp;<a href=\"https:\/\/www.pwc.com\/m1\/en\/media-centre\/2025\/hopes-and-fears-2025.html\" target=\"_blank\" rel=\"noreferrer noopener\">75% of employees<\/a>&nbsp;in the region use AI tools at work, above the global average of 69%.&nbsp;Even at the c-suite level, Middle East CEOs lead globally when it comes to the adoption of AI across&nbsp;a number of&nbsp;criteria.&nbsp;<\/p>\n\n\n\n<p>Saudi Arabia ranks 14th globally and first in the region for AI capacity, with a full score on the \u2018Government Strategy\u2019 criterion. This&nbsp;is unsurprising considering the Kingdom made&nbsp;AI&nbsp;a key part of its&nbsp;<a href=\"https:\/\/www.vision2030.gov.sa\/en\" target=\"_blank\" rel=\"noreferrer noopener\">Vision 2030 agenda<\/a>&nbsp;for economic diversification. The Saudi Arabia AI policy also&nbsp;established&nbsp;the Saudi&nbsp;Data &amp; AI Authority (SDAIA),&nbsp;which is&nbsp;projected&nbsp;to&nbsp;<a href=\"https:\/\/www.consultancy-me.com\/news\/9654\/generative-ai-could-add-24-billion-to-saudi-arabias-gdp-by-2030\" target=\"_blank\" rel=\"noreferrer noopener\">add USD24 billion<\/a>&nbsp;to&nbsp;the nation\u2019s economy&nbsp;\u2013\u202fequivalent to&nbsp;2% of GDP.&nbsp;&nbsp;<\/p>\n\n\n\n<p>AI in the&nbsp;UAE&nbsp;is&nbsp;governed by the&nbsp;<a href=\"https:\/\/u.ae\/en\/about-the-uae\/strategies-initiatives-and-awards\/strategies-plans-and-visions\/government-services-and-digital-transformation\/uae-strategy-for-artificial-intelligence\" target=\"_blank\" rel=\"noreferrer noopener\">National AI Strategy 2031<\/a>,&nbsp;overseen by a&nbsp;Minister of State for AI. Abu Dhabi declared its goal to be&nbsp;<a href=\"https:\/\/www.dge.gov.ae\/en\/news\/adg-digital-strategy\" target=\"_blank\" rel=\"noreferrer noopener\">fully AI-powered by 2027<\/a>, and Qatar committed USD2.5 billion to boosting AI capabilities under its&nbsp;<a href=\"https:\/\/www.mcit.gov.qa\/en\/digital-agenda-2030\/\" target=\"_blank\" rel=\"noreferrer noopener\">Digital Agenda 2030<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Bahrain&nbsp;also&nbsp;launched a&nbsp;<a href=\"https:\/\/www.iga.gov.bh\/Media\/Publications\/National%20Digital%20Policies\/General%20Policy%20for%20the%20Use%20of%20AI%20-%20%20Final%2030%20Jul%202025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">National Policy on AI<\/a>, which is focused on ethical innovation and the responsible use and development of artificial intelligence.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Middle East AI adoption is being driven by&nbsp;a&nbsp;top-down&nbsp;approach, and the clear commitment of the region to becoming a hub for artificial intelligence and innovation.&nbsp;<\/p>\n\n\n\n\n\n<p>As usual, regulation&nbsp;lags behind&nbsp;the breakneck speed of these changes.&nbsp;While the GCC&nbsp;(Gulf Cooperation Council comprising&nbsp;Bahrain, Kuwait, Oman, Qatar,&nbsp;Saudi Arabia,&nbsp;and the&nbsp;United Arab&nbsp;Emirate)&nbsp;countries are working on common ethical standards for AI use in government contexts, there isn\u2019t much in the way of legal frameworks&nbsp;like&nbsp;the&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2024\/1689\/oj\/eng\" target=\"_blank\" rel=\"noreferrer noopener\">European Union\u2019s AI Act<\/a>, which focuses on safety and risk mitigation.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Middle East wants to be ahead of the race; places like Abu Dhabi are making a play for it by actively&nbsp;relocating&nbsp;relevant talent and fostering an immigration-friendly environment.&nbsp;&nbsp;The welcoming environment and the&nbsp;balance between complying with international standards and&nbsp;maintaining&nbsp;a&nbsp;relatively relaxed&nbsp;regulatory environment are conducive to the region becoming a hub for innovation.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The AI environment is fertile, but there&nbsp;remain&nbsp;several challenges.&nbsp;There\u2019s&nbsp;the difficulty in attracting, or even home-growing, enough skilled talent to keep up with the extraordinary demand and rapid pace of adoption. Then&nbsp;there\u2019s&nbsp;the relative uncertainty that&nbsp;remains&nbsp;around the management of security risks and AI\u2019s impact on organisational realities.<\/p>\n\n\n\n\n\n<p>Looking at&nbsp;the legal industry,&nbsp;it\u2019s&nbsp;clear that while firms&nbsp;keeping&nbsp;up to speed with developments and remain on the&nbsp;cutting edge&nbsp;of progress, a proper&nbsp;Middle East&nbsp;AI specialism has yet to&nbsp;emerge. From a deal perspective, AI is software, and its existence and impact cuts through many areas of law, including intellectual property, data protection and privacy, employment, dispute resolution and&nbsp;transactional.&nbsp;&nbsp;<\/p>\n\n\n\n<p>From this perspective, AI&nbsp;in UAE&nbsp;and beyond&nbsp;might simply continue to be approached through the lens of existing cloud computing and software regulation rather than growing into its own separate area of specialism. It will be interesting, in that sense, to understand whether lawyers who are looking into building&nbsp;expertise&nbsp;specific to AI would be better off specialising in this niche or sticking to a broad, cross-field&nbsp;expertise&nbsp;that might more efficiently tackle future challenges.<\/p>\n\n\n\n<p>On the other hand, an interestingly brick-and-mortar trend can be&nbsp;observed&nbsp;in&nbsp;Middle East&nbsp;AI deals: the financing,&nbsp;development&nbsp;and construction of the necessary infrastructure for AI scaling, namely data centres. The data centre market in the Middle East and Africa region was valued at around USD8 billion in 2024 and projected to reach&nbsp;<a href=\"https:\/\/www.arizton.com\/market-reports\/middle-east-africa-data-center-market\" target=\"_blank\" rel=\"noreferrer noopener\">USD19 billion by 2030<\/a>. Forbes even called it&nbsp;\u201c<a href=\"https:\/\/www.forbes.com\/councils\/forbesbusinesscouncil\/2025\/07\/16\/data-centers-in-middle-east-the-digital-oil\/\" target=\"_blank\" rel=\"noreferrer noopener\">the digital oil<\/a>\u201d.&nbsp;<\/p>\n\n\n\n\n\n<p>Large-scale deals are already happening; Abu Dhabi technology giant G42 is&nbsp;set&nbsp;to develop multiple data centres as part of its&nbsp;<a href=\"https:\/\/openai.com\/index\/introducing-stargate-uae\/\" target=\"_blank\" rel=\"noreferrer noopener\">Stargate project<\/a>&nbsp;together with OpenAI, Cisco and&nbsp;Nvidia&nbsp;among others.&nbsp;Saudi Arabia\u2019s PIF has launched&nbsp;<a href=\"https:\/\/datacentremagazine.com\/news\/the-new-oil-how-ai-became-the-focus-for-the-middle-east\" target=\"_blank\" rel=\"noreferrer noopener\">Humain<\/a>, an AI company poised to build&nbsp;several&nbsp;AI factories. It is a nascent area of work, but one that is accumulating a lot of momentum, and appears to be one of the more solid avenues for lawyers looking to build a specialist focus on AI-related work.&nbsp;<\/p>\n\n\n\n<p>However, data centres pose unavoidable environmental implications,&nbsp;producing&nbsp;significant carbon emissions,&nbsp;and&nbsp;requiring massive amounts of energy and water to&nbsp;operate&nbsp;and cool. In 2024, data centres made up 1.5% of the electricity consumption globally, and in areas where they are based, the population has experienced power outages because of the gap between demand and grid capacity.&nbsp;<\/p>\n\n\n\n<p>In the Middle East, this issue is compounded by the much&nbsp;greater&nbsp;cooling requirements due to the hot temperatures and the water shortages in the region. GCC countries have made commitments to sustainability, such as UAE\u2019s&nbsp;<a href=\"https:\/\/u.ae\/en\/about-the-uae\/strategies-initiatives-and-awards\/strategies-plans-and-visions\/environment-and-energy\/the-uae-net-zero-2050-strategy\" target=\"_blank\" rel=\"noreferrer noopener\">Net Zero 2050<\/a>&nbsp;and the Saudi&nbsp;<a href=\"https:\/\/www.vision2030.gov.sa\/en\/explore\/projects\/saudi-green-initiative\" target=\"_blank\" rel=\"noreferrer noopener\">Green Initiative<\/a>, and there have been significant efforts to diversify the region\u2019s energy supply away from fossil fuels. However, the reliability of alternative energy sources such as hydrogen&nbsp;remains&nbsp;doubtful in terms of continuity of supply and operational costs, particularly given the tremendous&nbsp;surge&nbsp;in demand.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The&nbsp;GCC&nbsp;region continues to put itself forward as a hub for innovation. The hope is that&nbsp;Middle East AI players will use their&nbsp;potential for creating disruptive solutions to become a player in the&nbsp;global&nbsp;market.&nbsp;And to&nbsp;do&nbsp;so&nbsp;in a way that goes beyond the \u201cbubble\u201d,&nbsp;setting a new standard in truly sustainable innovation.<\/p>\n\n\n\n\n\n<p>As the Middle East accelerates its AI\u2011driven transformation, the region is not only reshaping industries and legal frameworks but also adopting strategies to position itself as a global hub for innovation. These developments mirror wider international trends highlighted in the&nbsp;<a href=\"https:\/\/docs.chambers.com\/story\/global-guide-launch-2026-g\/page\/1\" target=\"_blank\" rel=\"noreferrer noopener\">Chambers Global Guide 2026<\/a>, where the evolving regulatory environment and the growing role of AI were identified as defining forces shaping the future of legal practice.<\/p>\n\n\n\n\n\n<ul><li>Middle East AI adoption is accelerating rapidly, with Saudi Arabia and the UAE leading regional efforts to integrate generative AI into daily business operations.&nbsp;<\/li><\/ul>\n\n\n\n<ul><li>Top\u2011down national strategies, including Saudi Arabia\u2019s Vision 2030 and the UAE\u2019s AI Strategy 2031, are driving the region\u2019s push to become a global AI powerhouse.&nbsp;<\/li><\/ul>\n\n\n\n<ul><li>Law firms and clients are increasingly questioning how AI will reshape legal work, billing models, and expectations of value.&nbsp;<\/li><\/ul>\n\n\n\n<ul><li>While AI\u2011specific legal&nbsp;expertise&nbsp;is&nbsp;emerging, most regional regulation still treats AI as an extension of existing software and cloud
